As per instructions issued vide DOPT’s O.M. No. 36012/45/2005-Estt.(Res.) dated 10.08.2010, Reserved Category candidates appointed by promotion on their own merit and seniority and not owing to reservation or relaxation of qualifications, have to be adjusted against unreserved points of reservation roster, irrespective of the fact whether the promotion is made by selection method of non-selection method.  The O.M. has been given retrospective effect from 02.07.1997, i.e. the date on which the Post Based Reservation Roster was introduced.

 

Therefore to decide such merit and seniority of the Reserved Category Candidates a draft of the post based roster has been prepared as per the instruction issued vide DOPT’s O.M. No. 36012/45/2005-Estt.(Res.) dated 10.08.2010 in reference with the relevant records like Seniority lists, Establishment Orders, Service Books, DPC folders etc. of all the ministerial cadre after 02/07/1997. Copy of such draft of post based roster has already been circulated to the concerned officials vide this office letter of even No. Dt. 11/06/2011.  Based on this draft post based roster following computation in light of the above said O.M. has been worked out. 

 

In case of cadre of Adminsitrative officer, Office Superintendent and Deputy Office Superintendent Level-I all the relavant record have been checked and no discrepancies noticed and no change is required.  In case of rest of the Ministerial Cadre DPC wise observation is as under:-

Since the candidates except at Sr. No. 1 are not empanelled in the DPC panel is to be extended and DPC is to be reviewed accordingly.
